restarting a job where it left of is not possible.

have a look at trickle (simple userspace bandwith shaping, http://
monkey.org/~marius/pages/?page=trickle) or more advanced with 
"tc" (http://lartc.org/howto/, chapter 9) and do the shaping on the 
sender side - not on the receiving.
