They actual meaning of the message is that the volume must not contain 
valid data so that Bacula can overwrite it.

Check that the volume is in state "Purged" afterwards... I suspect the 
volume still contains data that is inside its retention period.

You should take that volume out of the normal volume reusing cycle, 
wait until its data is no longer valid, then purge and relabel.

Alternatively, prune the volume and then relabel, but you might lose 
important backups then.
