I note several obvious differences between the command line that works
and the command line that does not; the working account is using a
domain account, and the non-working one is attempting to execute a
command "tarmode\" if I'm reading that correctly. Even the URI which
references the system is different, which one wouldn't think would make
a difference, but that error essentially indicates a handshaking error,
which can be anything from a failure to find itself in the DNS server to
failure to properly encrypt the password.
I suggest methodically eliminating each difference between the working
and non-working versions.

Mobile security can be enabling, not merely restricting. Employees who
bring their own devices (BYOD) to work are irked by the imposition of MDM
restrictions. Mobile Device Manager Plus allows you to control only the
apps on BYO-devices by containerizing them, leaving personal data untouched!
