You could run them on different ports... (I
run Webmin and Apache on the same box on different ports. Of course,
they *have* to run on different ports: Webmin supplies its own HTTP
server.)
Or, I think you can get away without having Apache
run as backuppc if you *don't* use mod_perl. Seeing as the Web interface
doesn't really do much, I never have it run using mod_perl anyway. From
what I read in the doc, you could then run the web interface as whatever
you want (say, apache) and be fine. I have never tried myself, so
I can't say for sure.
