Jasmine, I am very sorry. It is configurable.

User's can edit their host-specific configuration if enabled via 
$Conf{CgiUserConfigEditEnable}. The specific subset of configuration settings 
that a user can edit is specified with $Conf{CgiUserConfigEdit}.
