That basically means that the user backuppc connects as does not have
access to those locations.  Windows permissions can be somewhat weird.
  Is a domain involved, and is backuppc user a member of the Backup
Operators group?

Backuppc uses smbtar for the smb xfer operation, but it might be
easier to debug things if you use smbclient interactively to try to
access these locations.
