I find that description somewhat misleading. BackupPC will queue *all your
hosts* on each wakeup. For each queued host - $Conf {MaxBackups} in parallel
- it will decide what to do. Most of the time that is "nothing" (because you
usually have several wakeups per day but only want one backup per host per
day). Deciding to do nothing shouldn't take up much time ;-). *But* it is
possible to have 40 hosts all requiring a backup at the same time. With the
default setting $Conf {MaxBackups} = 4 the last host will be considered when
36 backups have completed. That may be (for example) 20 hours after it was
queued - it isn't dropped from the queue just because time passes. When it
finally *is* considered, at that time the BlackoutPeriods setting applies (not
at the time the host was queued).

So, one wakeup may well lead to more than MaxBackups backups, and it may lead
to backups although MaxBackups backups are already running, but the backups
may take place (much) later, or be skipped because the blackout period has
started by then. Also note that BlackoutPeriods is a per host setting, so some
hosts may be allowed to be backed up at the same time others are not.

Aside from that, I notice that your configuration is missing IncrPeriod and
FullPeriod values (or maybe you omitted them?). You might want to make these
values slightly smaller (or maybe not; depends on the current values). I'm
also not completely sure you really want BackupPC_nightly to run at 01:00,
though your other hosts may have different BlackoutPeriods ...
