You don't need a backuppc user on the clients, but you should have a dedicated
user on the server to own the files and processes.

Things probably won't work at all that way. The web server also needs access
to
the files and you have to be able to log in as the configured admin user. If
you installed the version packaged as an rpm for fedora, it should have created
the backuppc user for you - and the ssh keys must be correct for it.
