There isn't a configuration option that allows this.
I'd recommend just editing lib/BackupPC/Lang/en.pm (assuming you
are using english), and remove these lines:

This doesn't actually disable user requested backups - it just
removes the CGI buttons. An enterprising use could still
figure out the URL to start a backup.
