You have two sets of quotes here, so this is excluding this path:

    "/Documents and Settings/*/LocalSettings/Temp/*"

instead of

    /Documents and Settings/*/LocalSettings/Temp/*

I suspect you entered this into the CGI interface:

    "/Documents and Settings/*/LocalSettings/Temp/*"

You should remove the inner sets of quotes.
