rsync 3 will work but will function just like rsync 2 did without the new features.

I had similar issues (backups wouldn't complete), and after upgrading
both servers and clients to rsync to 3.0.2, the problems went away.

I use BackupPC in two different locations with quite many clients and
have not had any issues caused by rsync 3.0.2 so far.
