It's doing exactly what you suggest -- looking through the whole
changer to see if it can find a suitable tape.

The Amanda taperscan algorithm is complex and rarely optimal.  When
the taper is rewritten in perl, it will be much more configurable.
Hopefully that won't be too far off (the XferDestTaper is already
written and in review; see
http://github.com/djmitche/amanda/blob/perltaper/device-src/xfer-dest-taper.c).
