Which appear to be the exact the same thing ... I read through the portusage document and that didn't make things any clearer.

They are indeed exactly the same thing.  --with-portrange existed
first, then when the configure option --with-udpportrange was added
the symmetrical equivalent --with-tcpportrange was introduced.
The option --with-portrange is deprecated.
