Not exactly.  If you always use N tapes per run, then you will need
X times N tapes, and you can read your tapelist from the bottom up
(skipping any marked no-reuse) to find the order you will need them.
   If you sometimes use an extra tape due to large data changes or
hitting an unexpected EOT on a run, then you will need additional tapes
and any guesses on how many tapes you need for the next X runs or
what day a certain tape will be needed will be wrong.
