Have you tried "skip-incr" instead of "no-incr" ?

I looked, and that's what I have.  I was pretty sure I wasn't seeing
promotion behavior.  My dumps are balanced at the moment, but I know
I've intervened at times.

Is skip-incr supposed to do what I want?
