Is this what you're looking for?
tapedev must be the no-rewind device.
head -1 gives the contents; head -3 gives the command to restore too.
Or do you want the index of contents of one particular file on tape,
then:
mt -f $TAPEDEV rewind
mt -f $TAPEDEV fsf <somenumber>
and read the file, skipping over the first 32k amanda header,
with a suitable command (gnutar or restore, with gzip in between
if needed) e.g. for a compressed gnutar image:
dd if=$TAPEDEV bs=32k skip=1 | gzip -d | gtar -tvf -
