No idea.  An look at some debug files may help a lot.
See /tmp/amanda.
Have you tried running the tar commands by hand?  You can find
the complete command line amanda uses in the above debug files.

I cant install amanda under cygwin, cause server is out of my control.

The "normal" way to backup Window-shares, is using smbclient.
At least, that's what works here.  Any reason why not do it using
smbclient?
