Can we assume they were unpacked and built by the user 'amanda', who
is a member of group 'disk' or 'backup' or similarly high permissions
rated group, and then installed by the user 'root'?

Is the 'lo' interface up? even when backing up itself, amanda uses the
client/server model.

It appears you have that process hung for some reason. The question
is why? perms?
