Careful reading of the manpage reveals:
exclude list "somestring" : somestring is the name of a file
on the client that contains a LIST of patterns.
exclude file "somestring" : somestring is a file (or pattern) to
be excluded.
exclude "somestring" : defaults to FILE
So I was using the "file" alternative in my example.
Yes, in some sense you would expect the reverse...
