I agree with the lazy move.  The best sysadmins are lazy bastards. ;-)

To optimize your migration (minimize time and data movement), you can
take the list of those E: volumes and use some scripting or Excel
wizardry to get a count of how many carts there are per
date-last-written.  Chart that and you'll have a great curve that you
can use to decide what you want to move via attrition and what you want
to move manually. (It's not an exact representation, but it's good
enough; for exact, you'd probably want to use the stgnew dates.)

Even at Day 1, while you're waiting for the recent stuff to migrate by
itself, you can start moving the oldest volumes manually, secure in the
knowledge they most likely wouldn't have moved by attrition.

read/only (E), and if you're not in a hurry, you can let movement from E

for reclamaiton. Certainly the lazy way to move this kind of data,
reducing the need for MOVE DATA processes.

Say you have a file based storage pool, with the devclass coded as

D:\DEVT_PRIM,E:\DEVT_PRIM

Over time they accumulate a number of .bfs files in each and then  due
to application retirement or other circumstances you don't need all
the space that this consumes. Is there a way to move the bfs files
>from E:\DEVT_PRIM to D:\DEVT_PRIM
Can you update the DEVC to just D:\DEVT_PRIM and then use MOVE DATA to
move the .bfs files from E:\DEVT_PRIM to D:\DEVT_PRIM
