Hi Christian,

TSM checks for known critical VSS writers that are expected to be present
on any Windows system. Since your Windows 2003 system is missing this
writer, the backup fails.

Why NTBACKUP succeeds, I cannot say. Either it does not back up WMI (at
least not with VSS), or it is not as thorough as TSM.

First, make sure you  have Microsoft hotfix roll-up packages 934016 (for
COM+) and 940349 (for VSS) installed. These are listed as pre-requisite
hotfixes in the TSM "client requirements" page.

If the hotfix packages are already installed, and you cannot find on the
web a specific recommendation from Microsoft on how to fix this, the next
step is to contact Microsoft for further assistance.
