What commands are you using in order in order to checkin or checkin tape
from/to the I/O station ?
Aren't there any outstanding requests ? See Q REQ command.
Are there any relevant TSM messages produced in the activity log while you're
trying to checkin/checkout ?
Note that you have to assign the tapes to a logical library when they're
inserted in the I/O station of the TS3310. If you don't, they'll be assigned to
"sysem", which is not accessible by TSM.

Hi guys,
We are having some issue whereby we are unable to checkin and checkout tapes in
TSM. The scratch media we have in the library works quite well. It's just that
it won't grab any tapes from the I/O bay nor place into the I/O bay.
I suspect it's got to do with a config for the I/O bay but not sure what to
check.
