The specified service does not exist as an installed service.

Maybe I am wrong? How can I list services "marked for delete"?
Reboot is required?

Just to note: the 1072 Windows error is
  ERROR_SERVICE_MARKED_FOR_DELETE
  The specified service has been marked for deletion.

I believe that the service has to be stopped before it can be removed, as part 
of a graceful transition.
