No, it is still there - your version of the link is missing the .PDF extension 
of David's original.

Interesting how, as well as formalising this capacity licensing arrangement, 
IBM has also gone to lengths to include the PVU information gathering mechanism 
into TSM 6.3 - perhaps acknowledging that capacity-based won't suit everyone. 
I'm all for choice me.
