they need to be 100% empty before they return space and can be reused.
The reclamation process will move the data off eligible volumes (volumes under

Not exactly. One can reclaim physical cartridges before they are 100% empty. 
Space occupied by a virtual volume on a cartridge in the the target pool is not 
returned until all files in the virtual volume have been expired. Level II 
Support affirmed this a few months ago, and Level I just re-affirmed it.
