The details are a bit muddled in this report.  If you're saying that you do 
'telnet localhost 1500' within the TSM server system and you get a refusal, 
that speaks to the protocol stack, where there is no networking involvement; if 
you get no response to the telnet and the session endures, that's normal, with 
no protocol interaction.  The better test is a query from a collocated TSM 
client, and then a remote one, with examination of the Activity Log; and 
perform an iptrace to see what's really happening in the transmissions back and 
forth.
