 I needed to add the cfg file locations to get this to work.
C:\Program Files\Tivoli\TSM\TDPSql>
tdpsqlc restore kpax full
/fromsqlserver=sqla\sqlainst /configfile=F:\TSM\tdpsql_sqla.cfg /recovery=yes 
/replace
/relocate=kpax  /to=M:\freddata\fredData.MDF
/relocate=kpax_log  /to=N:\fredlog1\fredLog.LDF /tsmoptfile=N:\TSM\dsm.opt 
/into=fred
 /sqlserver=sqlb\sqlbinst /configfile=N:\TSM\tdpsql_sqlb.cfg
