Michael:
Are you trying to run this DB backup from the command line or thru Admin center?
Have you set the DBREcovery to the proper device class for your Db backup?

Hello all!!
I have installed TSM v6.2 in our lab for testing. After getting through the
service not running issues, I have finally gotten down to getting everything
setup in the server.
Whats installed:
TSM v6.2 on Windows 2008 r2 (64bit)
Admin Center v6.2 (not real fond of the new look!)
First thing I do is setup the DB backup. Once i got that setup, I try to run
the DB backup. But I get an error saying there is no volume history file. Ok..
Let me check my options. Yep, not in the options. Go to update the options, no
option file!! Ok.. I see the sample one, so I copy it into DSMSERV.opt, make
all the necessary changes, save it, then halt the tsm server and restart.
Server comes up fine. Try the DB backup again, same problem. Run a prepare to
see what it is picking up, and get the following message:
ANR6921W PREPARE: Cannot locate server options file 'C:\PROGRAM
FILES\TIVOLI\TSM\SERVER1\DSMSERV.OPT'
Made sure it was there, and I could open it.
Now I am at a loss!!! Any ideas?
