I'm pretty sure these problems are orthogonal.  My guess is the IBMtape
driver didn't load.

I'm guessing Linux, and that you probably updated the kernel without
reinstalling matching kernel modules, and then rebooted the machine to
change the IP, and IBMtape didn't load on reboot.
