Grigori,

I ran into an issue "somewhat" similar to yours during the TSM 6.1
install; it was resolved by simply installing both English languages
files and ensuring that the symbolic links to the languages filesets
were correct. You may have done this during your installation but I
didn't see any mention of it in your post, did you install all the
English languages files and did you verify that they ran without issue?
