Ahh, one of my real TSM wishes. I want a GIVE FILESPACE command, to
simply transfer ownership of a filespace from node A to node B, where A
and B are on the same server. GIVE FILESPACE could also help with
export/import issues of name collisions.

But lacking that, I agree with Kelly that by the time you (over)think
of, develop, and test something ingenious, a fresh backup would have
already been done. If this data is huge, and you really don't have space
for more copies of inactive files than your current policy would allow
for a single node with this much data, then you could make a separate
management class and gradually adjust the number of inactive copies on
the old node downward to correspond to the averave number of inactive
copies that are building up naturally on the new node, so that the total
number of inactive copies remains relatively stable. This will be fuzzy,
not exact - the goal is only to avoid running out of scratch tapes, so
precision isn't needed.
