That's an old-chestnut TSM database problem which, as Mark says, is
corrected by an Audit Volume.  Out of curiosity, what is your TSM
server level?  Hopefully, newer levels are not exhibiting this problem.

Note that a Pct Util of 0.0 does not mean that a tape is empty, thanks
to the sorely inadequate 1 decimal position that the product is still
using, where 0.04179% will round to 0.0%.  In today's very-high-
capacity tape world, 1 decimal position is absurdly insufficient to be
helpful to customers, and leads to misinterpretations like this.
