if you'd go to the manuals website and expand the items on the left,
you'd eventually find the pdf download links, even with a normal
browser ;-)

I ask because I have yet to see a screen reader present that type of
web page as you would see it.
I see no left or right panel.

Under "Accessibility and keyboard shortcuts"
it notes that you can use the up and down arrows to advance from one
manual to another in the left pane, and then expand via right arrow,
to expose the PDF (so no need to find the plus-sign).  Left arrow to
unexpand.
