These steps are the two major steps in restoring the tsm server
database from the latest backup. You'll have to lookup both in the TSM
administrators reference (section utilities) to find the syntax that
is applicable to your environment.

If you feel at any time unsure about restoring the TSM server db,
please consult with a tsm specialist, the fact that you're asking what
these commands do gives me the feeling that you've never been down
this road before, putting you in an awkward spot of having to restore
your TSM db in a production environment without ever having the
opportunity to practice.

You will loose any client data backed up after the last db backup.
