Is it the tracing causing the high system utilisation?

Ensure the application is allowed under the Windows execution prevention
tab- this can cause issues with java based applications.

Andy,

I'm not getting much of a response from anything you mentioned, but I
noticed
the machine is running at 100% cpu constantly, so I'm guessing that might
be
causing this apparent 'hang'.

Once I've eliminated that, I'll continue with your suggestions.

Try running the following from an OS command prompt:

   vssadmin list writers

How long does that take to run?

Next, start dsmc and let it sit. Does it *eventually* start? Let it sit
for a long time if needed.... how long does it take to start up?
