[ADSM-L] W2003 VSS backup error

I have a W2003 Server, SE, SP2 client that gets the  error below.
It retries 3 times and fails each time.  I had 5.3.2.0 client on it and
upgraded to 5.3.4.0.  That last step solved all the similar problems
I had on my other W2003 clients, but not on this one.

I recently got back to this and upgraded  client to 5.4.1.0, get identical
error.   Supposedly fixed in IC43316.  Searches I have done all relate
to that APAR.
