Your Solaris sysadmin seems to gotten a misguided sense of the use of
TSM.  Dealing with the loss of the boot disk calls for bare metal
recovery, as described in the Disaster Recovery Strategies with
Tivoli Storage Management redbook and similar references.  The B/A
client is not intended for the recovery of operating systems, as is
apparent in a reading of the client manual.  It can be used for
backup and restoral of individual files within some areas of OS file
systems, but its functionality is not universal within that realm.
The Solaris admin should have been prepared for this, and known what
was possible with tools being used.  The impression I'm left with is
that the admin is seeking to distract from her/his lack of planning
and preparation.
