This is well covered in the manuals.
Rebinding of Archive files never occurs.  (See also Technote 1144713.)
Rebinding of Backup files does not occur simply because the MC was
changed: subsequent backup operations are necessary to effect change.
Rebinding of Backup files occurs on a file-by-file basis if the file
still exists on the client and a complete Incremental backup is
performed.  Rebinding does not occur for lesser incrementals
(partial, incrbydate).
Changing retention policy values within a prevailing management class
(and then doing an Activate Policyset) can lengthen or shorten the
lifetime of data within TSM server storage.
