No, that's not the issue, because the checkin was done through the label
command (CHECKIN=SCRATCH).
I already found a document that support is as of TSM 5.3.4.1 (and I'm on
5.3.3.0), so an upgrade is imminent.

I think the key to this is the Checkin command, which is absent from
your posting.  This will take Insert tapes (Category FF00) and get
them assigned properly to the designated library definition.
