This message is related to using compression.
Are you trying to restore a backup to a machine
running a different (possibly older) level of the TSM API?
How big is the backup you are trying to restore?
How long did it take for the original backup to complete?
Did you actually try letting it run to completion?
How much data did DP/SQL say it had processed?
