I'm in the process of bringing up a new machine V5R4.  All
attempts to define the library to it fail.  The Library
Manager V5R3.4.0 can contact the new machine and vice versa
as in the first log entries below.  But the DEF LIBR fails
with the messages marked below.  I seem to remember that in
the past it was necessary for the Library Manager to be at
the same or higher version than the Library Client.  Is that
still the case?
