Three choices, I suppose: install the new library and load the old
tapes, marked read only, into it and issue move data commands.  The
other is to have both libraries configured and issue move data commands
across libraries.

Finally,  have both libraries configured and don't do any move datas.
Let the old data die a natural death over time and after some period of
time move the remainder (if any).

This may also be a good time to a clean start: configure a second server
instance with the new library and have the clients start the their
backups afresh.  In this fashion you get a clean database.  You can then
do export node server to server to move data from the old instance to
the new.  Wait for a bunch of the old data to expire.  This may mean the
restoration of old data would be bit more difficult (as you would need
to point the client at the old instance) but may be worth it to have a
nice clean everything.  Remember all those times you wondered how much
wasted space there is in the db that you could recover if only you could
do a dump/load?

I really like the start new if possible.  Sure it means the dreaded
"full" backup, but the benefits usually out weigh this.  Unless this is
a relatively new install anyway and doesn't really need a spring
cleaning...
