Export admin skips password?

Subject: Export admin skips password?

I'm trying to change Admin passwords on all machines, all 5.3.3.4, from the
Enterprise console "exp admin whoever tos=wherever".  Log on console
machine says SUCCESS with 36 bytes exported.  Log on receiving machine says
SUCCESS with 36 bytes imported.  But the password doesn't seem to change on
the receiver.
