Yes.  See that message in ADSM QuickFacts for known realities.

  Has anyone come up with a good workaround that's not
something like a perl script to do a query mount followed by a set of
dismounts?

Yes...  Use a time-based TSM function for very high probability of
dismount for eject.  My daily administration script employs an
"EXPIre Inventory Quiet=Yes Wait=Yes DUration=8" to allow sufficient
time, and has a 100% success rate over a period of years, where the
expiration is nominal and innocuous.  (I later perform my full daily
expiration.)
