I actually did that after I found the 1837. I closed the browser and the dsmcad 
process stopped. I restarted it and everything is working now.

Try restarting your browser before you restart dsmcad.

I found that the java applet doesn't always close the connection to 
dsmcad, even if you close the browser window. Hence dsmcad cannot reuse 
port 1581 and chooses another one (randomly?)

Try "netstat -n | grep 1581" to see the state of these stale connections.
