We have a volume that cannot be deleted, same symptoms you describe.
IBM recommended an audit of part of the DB.  We have not done the audit
yet due to time constraints.  If all else fails you may have to call
IBM.

Thanks Gerald.  I had not tried the VARY command, but it didn't solve
the problem.

With disk volumes I usually have to vary the volume offline first.
