There's vital information missing here: the message is supposed to
have tail-end operation, sense, and condition code data. If for some
reason the message actually appeared incomplete, examine your AIX
Error Log for prospective entries for problems which AIX intercepted.

That should mean what it says - the cartridge is not in the library.
You can verify that by doing a database review at the 3494 operator
display.

I'm not sure what you're getting at here. Label Libvolume operates on
tapes in Insert state (category 0xff00). Volumes which are in Private
state in TSM should be the result of a Label Libvolume or explicit
Checkin. Examine your volhistory and Activity Log to see what those
have been doing over time. If nothing, check them out such that they
go to Insert state (don't have to physically eject from library) then
do the Label Libvolume. TSM will balk at relabeling any tape which it
knows to be in use.
