Or must you do a delete volume discard=yes before the files are
eligilble for re-backup?

As noted in ADSM QuickFacts, a status of Destroyed, for a primary
copy pool tape (by definition, on-site) has not meant that the files
on the volume will be backed up again because of that.

Such a status is set by a system administrator, where it would be
because she realized that the volume had a problem and was
undertaking recovery efforts. The files on the volume remain in the
database, and indeed can be restored, from the copy storage pool.
Note that a status of "Destroyed" is extreme in some circumstances,
where in fact there may just be bad spots on the tape or bad
recordings, where a Move Data would usually be employed to transfer
viable files still on the tape. This is actually a case where a
"Damaged" state prevails for some files on the tape, and a Restore
Volume would thereafter fix the situation.

A Destroyed status for a volume is something a person puts into
place, and should be of short duration because of accompanying
recovery actions.
