What is your physical scratch situation in the library?  I've seen similar
situations when the library doesn't have any scratch tapes left in it.

Having MaxScratch set to 9999 (I'm assuming that's not a realistic value)
can cause this to happen - I like to try to keep my onsite pools maxscratch
settings to total a realistic number - usually around 80-90% of the total
slots in the library, leaving scratch tapes free for TSM DBBackups and for
copypool actions.
