That is correct.

The Windows security information is treated by TSM as a part of the file,
to be backed up and restored with the file, so if those permissions
change, then the file is considered to have changed. Hence the file gets
backed up again.

The TSM client manual, chapter 4, section "Full and partial incremental
backup", tells you under which conditions files are eligible for
incremental backup.
